My understanding is that ResEdit is licensed by Apple by companies
that make other "stuff" which may require the use of ResEdit; i.e.,I
got my copy of ResEdit when I bought LightSpeed C 2.01 (an awesome
product, marred only by its lack of a symbolic debugger).

You can probably get a copy of ResEdit from your local user's group.
