I agree that the proposed modification is nonsense. The current rules should be sufficient incentive not to post votes; adding a penalty doesn't help. (Also, it isn't always clear whether a posting is a vote or discussion.) It should be emphasized that posted votes NEVER count. Even if you tried a direct reply first, and it failed, that isn't sufficient justification.
