What is the format USENET messages sent via mail to rnews  (|uurec)?

I need to be able to import news via mail over DECNET.  The feed system
does not mail the messages, I read them using FAL and mail them to my
ultrix system using DECNET.

I've tried just mailing mail messages to rnews and it doesn't like the
format of them.  What should I do?
