	Some conditions they can do something about, but if you're going to
	send people halfway across the globe to kill people, to wait around
	all day when you know the VC are going to attack at night, knowing
	that you and/or your buddies may get killed if you're not lucky,
	well, war really is hell, and there's not much you can do to change
	it.  It's no surprise that soldiers drink, and if they're in a
	country where drugs are readily available, it's no surprise if they
	take them.

	But they *do* allow drugs - alcohol and tobacco only, but they'll
	sell you the booze and I think they still *issue* you the tobacco.
	They're just prejudiced about what kind of drugs you take.
	(After all, if the soldiers are out there fighting for democracy
	and freedom, you can't just let them do what they want to. :-)
	Being drunk *on duty* is not permitted, nor is being stoned on duty.
