IF you have written something you would like to contribute to the
GNU Emacs distribution, and you would like it to be covered by the
standard terms for GNU Emacs redistribution ...

then please include a copyright notice when you post it or distribute
it yourself!  A copyright notice consists of at least the word
"Copyright", the year, and your name.

Just telling people to refer to the General Public License is not
enough.
