Microsoft Windows has this as well although it is not widely known nor
officially supported.  Checkout the Windows Roundtable Bulletin Board
on GENIE.

Since all communication is done using messages dispatched through a
central message dispatching loop in your Windows mainline, it should be
fairly easy to trap all the input actions.
