	I have been coding a CGM generator inb C.
I have not been able to code (efficient algorithm required)
the generation of RGB values in bitstream mode, for the
Charecter Encoding. 
	I am looking for suggestions/help in coding bitstream data.
In specific, on
1) Technique to convert an array of integers (of a given bit-length)
   into a bitstream format.
