Without *too* many busy signals (only 2 or 3) I was able to get through
to Borland's 800 order number (800-543-7543) at about 3 or 3:30pm CA
time.

They said that TP 4.0 would be shipping by the end of next week or the
beginning of the following week.  The Developers Library will be
shipping at the end of November or the beginning of December.

Disclaimer: I have no affiliation with or financial interest in
Borland International except that I buy their products and enjoy *not*
having to pay a small fortune for good software.
