I am, in fact, working on a complete rewrite of the TTY driver
which will include serial line support.  When I'm done, I'll post
two versions: one that's plug-compatible with the existing driver,
and one that has expanded capabilities but which will require
other changes to the kernel and filesystem in order to support
the expanded capabilities (e.g. more complicated ioctl's, etc.
The current ioctl structure makes it impossible to specify, say,
baud rates).

I would've had it done sooner, but I got sidetracked in trying to
port MicroGnuEmacs (which I'll also post when I'm done).  Maybe I'll
have the tty driver done in time to post it as a Christmas present...
