Long usernames

        I don't know what constraints will be set for usernames in VMS
        5.0. But.. generally speaking it is better to limit usernames
        to 9 characters. Or at least make them unique in the first 9
        character-positions. EARN/BITNET takes the first username
        which matches in the first 9 characters of the username for an
        incoming message.
