How are you going to put the image backups of your system disk back onto
your system disk if your system disk has crashed and you have no operating
system.  The stand-alone backup is the minimal operating system you need,
and without it you CANNOT restore your system disk.  There are lots of other
things, like VMS upgrade failures that can render your system disk inoperable
and make you thankful for your stand-alone backup.
