The inter-gateway routing algorithms really do sit above the
Internet Layer and thus occupy the same space as the Transport
Layer - though their function is not specifically transport -
that is one reason that I have always been a little uncomfortable
with the ISO model with its apparently rigid specification of
functionality at each layer.
