The gateway routing protocols all showed up just above IP in the DoD Internet. At other layers, there was network management, too, but not integrated into a common architecture. There were network level management systems (e.g. ARPANET NOC), Internet management systems (INOC, HMP - host monitoring protocol, GGP/IGP,EGP, etc.). It still isn't entirely clear to me how integrated you can get and still deal with separation of administrative control, etc. Vint
