I happen to have just finished looking over the 1987/1988 DECUS Program Lib.
catalog, and remember seeing a tape library manager.  It is on DECUS tape
VAX-17 - TLP: Tape Library Program.  I haven't used it, so I can't vouch for
how good/bad it is.  Hope this helps.
