This was reported to C= about a year and half ago.  It happens on
V1.0, 1.1 and 1.2.

It could be related to the other Intuition/WB icon locking problem...
if a program like the alarm clock does a WindowToFront() while
the user is holding down an icon, the WB Tool will lock up.
