I'm the author of TIC.  You didn't mention what version of TIC you're using
but there were a few versions (1.24-1.26 mainly) that had difficulty with
buffering on the IIgs.  You might want to try to get a hold of a later version
of the software (the latest is 1.33).  Updates only cost $5 for registered
owners of the program.
