I'm particularly interested in smart and dumb 4-16 port UART cards which might be expected to pass FCC Class B is a fairly typical AT box. Unfortunately, your average serial card has a two-layer board (which picks up all the noise in the box), unfiltered, unshielded port connections (which allow the noise out of the box) and unshielded telephone-type cables (which broadcast the box's electrical noise rather efficiently). These same features also make the system more vulnerable to electro-static discharge. I am not an EMI expert, but I suspect there must be considerable variation in the emissions of different boards and connection styles.
