I talked to the PICS Forum people this weeekend. Apparently their primary concern is correctness, not necessarily self oriented issues. I am trying to scrape away the red tape to see what can and can't be done with GIF. Let's hope we *can* use it.. it'd be a terrible waste of effort if we can't. Also, we lose access to THOUSANDS of ready to view GIF files from a variety of machines. Heck - I've collected over 2 Megs of this stuff in the past month, and they keep uploading faster than I can download it. I understand your need for animation support, so perhaps the GF9 format has a place even if GIF is available. I just hate to see the wheel reinvented, if it's avoidable.
