Right you are.  (I did say that I hadn't checked System 4.2 before making my
comment.)  Also, the patch for the Mac XL is not in System 4.1, but is in
System 3.2.

This means developers would have to ship System 4.1 if they wanted to
support 512K machines with old ROMs as well as other machines.
