I would set it, and the Finder would report being unable to open "Finder Startup", but the setting would take effect. In my System folder, I found the file "Finder Startup vB6", which I discovered the Finder was able to create if it was missing, but I still had problems. Apple updated me to Finder 6.0/System 4.2, and now there are no problems. Even Multifinder works great. (By the way, the Option-Command "About MultiFinder" easter egg was a good laugh.
