Apple wants to keeps its dealers happy, that's why.  They are trying to
give the dealers income, to give them incentive to carry the upgrades and
hand them out to customers.

Unfortunately, both the apple dealerships we have in town don't deserve
this kind of support from apple or me, and I make it a point to get new
system software somewhere else.
