The daylight savings time problem affects versions at least back to Intermezzo.
The bug is however only apparent when the change happens on the earliest or
latest possible date, and if you have DST parameters set by a (correctly)
configured NS or PUP server (since the default initial value set in the
Lisp sources is compatible with the code).
