We've been having a wierd problem with TCP FTP here, and I wondered if
anyone else had seen it.

When the dlion attempts to open a connection to the other hosts (I've
tried this against our Dec-20 and our Pyramid), it hangs. Digging
deeper, I've noticed that it's trying to send out the login sequence,
but the other hosts aren't responding to it, and the process doing the
connection and the TCP process associated with it are both waiting on
the same monitorlock. 

The really wierd thing about it is that if I've got FTPDEBUGFLG set to
T, then it works fine.  If I don't then it goes into the race
condition...
