Device-independent troff is available (under license!) as part of AT&T's Documenter's WorkBench software. I've been involved with bringing it up on 4.nBSD-based systems, and there wasn't much problem except on machines where varargs can't be handled by the old "all the world's a VAX" kludgery. There are several bugs, however; if you can afford it your best bet is probably to get a supported, enhanced version from some vendor such as SoftQuad in Toronto. AT&T licensing phone # is (800)828-UNIX.
