So far as the cost of wire goes, I would imagine that in a farm setting it
wouldn't be too hard to come up with a whole bunch of barbed wire....  Of 
course, insulating it would be kind of tricky, but if the rafters were dry
you could just staple it up, going 'round and 'round...
