It's really very simple, Barry.  They want to see a nicer class of
cannon fodder.  Instead of the badass dudes that tend to sign up, the
bureaucrats who are running the US military would really rather have a
nice docile flock of yuppie-puppies.  Only way to get this is with a
draft.

Also, for the last several years (like since about 100 BC) the military
has been just about the only place where a person with no family
connections, no money, and no education could do reasonably well.
Yuppifying the military eliminates this avenue.  Can't have Them getting
too uppity, now.
