The OST has submitted a report to the Congress that recommends, in the context of a general attack on supercomputer technology and the use of such in science, a three phase recommendation for advanced networking. What you are refering to is Phase Three. I suggest you call Steve WOlff of the NSF (steve@note.nsf.gov) for info on how to get the report (when it is officially released-- that may be now).
