(I found no specific reference to 804, although an earlier message by me to Telecom noted 11-digit dialing in 703 area beyond Washington suburbs). The article only noted adding 1+ in DC and suburbs (previously dialed areacode + tel.no.), and the change in Baltimore from 1+ (within Md.) to 1+301+.
