To me, it sounds like the French messing around with things. I honestly don't know the correct official terminology for international time standards. Somebody else suggested "UT0". I would appreciate an authoritative answer to the question "What is the correct name to use in speaking of the international Universal Time standard?" I was going to drive down to the NBS and find out, but I didn't have time.
