I would like to obtain a copy of Walter Tichy's RCS ("revision control
system", a free alternative to SCCS and DEC's CMS) for VMS and VAX C.
Tichy reports that someone did such a port, but doesn't remember who.  
Can anyone help me?

Note that porting rcs to Eunice is trivial, but isn't what I want.
