I am working on a utility to edit KCHR resources.  It uses the KMAP resoures
in the Key Caps file (actually it is selectable) to draw a map of the keyboard,
then allows you to edit a selected KCHR's from files.

The utility is really crude as it sits right now, but if someone would like a
test copy for NCSA Telnet foreign keyboard remapping, I will be able to
provide them to a limited number of people (for beta test), but I would suggest
waiting until I am done with it unless you really need it (i.e. foreign
keyboards).
