Mike,

If I may reply for Ken, letting one packet through per circuit
setup was never an intended mode of operation, and it only seems
to be affecting the Sun X.25 package.

Every new release of PSN software has to pass a rigorous DCA test
plan.  PSN 7.0 has already passed that test.
