The system is "NQS" (the Network Queueing System) and was based on the
earlier MDQS system I wrote but is pretty much a complete rewrite.  It
was done by a contractor for the NASA Ames Research Center (I believe
NAS specifically).  Hopefully someone can get you specifics on it.
They use it to feed jobs into the Cray-2.

BRL has a copy as well.
