A few weeks ago I received a posting of an ascii encoded binary
for a version of arc that runs on micoport.  The decoding was
to be done via a program called "atob" for ascii to binary I suppose.

I've never seen this utility nor do any of my references refer to it.
Does anyone have either a source or a consice statement of the algorithm
please?
