The original posting refers to the group for binaries and this group was given a cross-posting for all those who subscribe here, but not to binaries. There was a month long "voting" process which "elected" Harry. The comments about discussion were specifically meant for the binaries group. (notice the moderator title specifically and only says "comp.binaries.ibm.pc").
