Yes, this was the original format for startup screens.  Not too bright,
as it requires them to use a fixed 22K of disk space.

On the Mac II (and the SE?  I don't know.), a startup screen can
alternatively consist of a file with a PICT resource number 0.  The PICT
is displayed centered on the screen.  Use of this method allows color or
gray-scale startup screens.
