On page D-36 of my manual I found:

EGP bd init nbr %I rsn %d, ign 

as being "UCE: An initial neighbor was illegal and is being ignored"

The UCE is "User Configuration Error" (from page D-2).  The
%I, I assume, would be the Internet address of the problem
neighbor and the rsn would be a dispatch code (page D-6).
Ek, only 0 thru 5 are listed in my manual ("ProNet Series
p4200 Gateway Software User's Guide", Manual Rev A, Product
Rev 7.4, Nov. 1987).
