I have changed the followup to news.software.b:

One case where I think you can make this happen is to fire up expire while
news is being unpacked.  expire will lock the news system and rnews will then
start saving files in .rnews.  When expire is done, it will fire up rnews -U
and sometimes the problem will show itself.  I think it will happen if there
is still news coming in when rnews -U is started.  My recollections are vague
because I thought the problem had to do with the non-standard System V
derivative running on the Ridge 32 here where I have seen this problem.

Since others are having this problem as well, I guess I will have to start
paying it some attention.  Maybe one of us will trap this beast.
