It's pretty amazing how the whole faceless United States
Government, not to mention lots of courts, are out to get
Mark.  I wonder how she got to be such an important personage?

It's also depressing that the most common delusion of
a paranoid is that the "government" is out to get them.
They also typically resort to inappropriate legal action.
It's rarely a one-on-one conflict with a real human being
that can be resolved between them, but a "hopeless" situation
with an evil bureaucracy.

I'm reminded of one woman who thought that I was out to
steal her boyfriend away from her (even though I had one
of my own), and therefore wanted to file a court restraining
order against me. . .
