A friend of mine ordered both TP 4.0 and the Developer's Library from 
Borland.  The last time I spoke with him, he still had not received
either from Borland.  

He's called them a few times and they told him that (a) He should be receiving
TP 4.0 soon and (b) the Developer's Toolkit/Library would be sent to him
later.
