The bootstrap should be of type module and check if a nucleus extension of a specific name is already loaded. If so it should transfer control to it. If the extension is of type SYSTEM, control should be passed with the the correct key etc. If the extension is not there, a file (of type XMOD) should be loaded as an extension (of type system) and control passed to it.
