The  utility you are looking  for is VERB.  It  converts the DCLtables
file into  a command definition language file  -- the inverse function
of SET COMMAND.   I originally came  across it on  the DECUS tapes  in
[Vax85c.Timeline.Verb].   Perhaps someone else  could tell you how  to
get a more current version.
