There is a /usr/group technical committee working on a standard
Network Interface, probably for eventual inclusion in POSIX.  The
chairman of the Network Interface Technical Committee is Steve Albert,
reachable at ihnp4!research!ssa.  I don't know if this does you any
immediate good for VMS, but it may provide a model for your virtual
network runtime library.
