Piranhas ARE illegal in the U.S. The reason has to do with the damage they could potentially do if dumped by bored aquarium keepers or malicious individuals into our rivers. They could displace certain native species of fish, causing ecological problems. As for how pet stores can sell them, I guess we all have known someone who has done something in spite of the fact that it was illegal, right?
