We have written a prolog manual (about 100 pages) in texinfo.

Writing documentation in texinfo is fairly easy, in part because texinfo
has fewer commands than raw TeX.

There is one thing that I find annoying though. The texinfo formatter (the one
that produces info files) is reluctant to do paragraph filling. You
often have to fill the paragraphs manually or insert a @refill command.

On the plus side: you get both a printed manual and an online manual. Texinfo
also provides you with indexes and cross references.

I have not figured out how to do bibliographic references in a proper way
(on that works both in info and tex).

Anyway, texinfo is the package I use and intend to use when I write
documentation.
