Subject: GNU emacs and Gosling's Emacs

I am a new Emacs users. 

Question 1: What is the ultimate solution to flow control problem in Emacs and
what causes it? 

Question 2: Any difference between GNU and Gosling's Emacs. Can lisp program
written for GNU be ported to Gosling's (or vice versa)?
