You can try using the sys$brkthru system service.  This will send to any
terminal.  As another choice you could use sys$sndopr which is what reply
uses (but I don't think you really wanted that from your origional message.)
sys$brkthru is easier to use.   Look in the orange bible book 8D pages sys-27
and sys-429.
