It supposedly is an apology for the SCA and removes the SCA virus from an infected disk. What it actually does is removes the SCA, but replaces it with a more clever and harder to find virus that affects any disk any time, not just at bootup. It is said, however, to use the boot block trick which is fortunate for us. I BELIEVE vcheckx.x's can find it.
