There are a couple of vi-alikes for the ST that I know about; there's STEVIE, which I've never used but I've heard has about 50% of the vi command set, and there's LEVEE, which I wrote, which implements about 80% of the vi command set (and has other neat things, too, like counts on macros and `~'....)
