I've had no luck compiling emacs 3.9e on my 3b1.  If I set TERMCAP to 1
it complains about some 'tget*' functions, and if TERMCAP is 0, then
it can't find the declaration of 'term' (and a couple of others).  I
have #included <curses.h> in tcap.c
